1. Create a duplicate layer of the image

2. Apply the motion blur effect on bottom layer. (use FILTERS and deselect the eye icon on the upper layer)

3. Apply a quick mask on the upper layer.

4. Use a feather brush on the upper layer to apply the motion effect.

NOTE: use the default Foreground/Background color (Black and White) - Use black to create the effect and white to erase it.
